From the author: The article begins with a brief review of the traditional approach to screening people on their ethical dimension. Next, the traditional approach to selection in general is critiqued, and a model of an alternative approach is presented. The article closes with a checklist of suggestions on how to recruit and select people in an ethical manner. A few years ago in this journal, the elements of a strategy for putting ethics back to work in government were proposed.(1) One of them is the Maginot line of defense against wrongdoing, the selection of the right people in the first place. They are quality people who are more consistently competent, committed, and ethical. Without them, an organization cannot hope to achieve total quality performance, or the right results achieved in the right ways. Traditional pre-employment screening on the ethical dimension is briefly reviewed and evaluated first. A non-traditional model is then presented for screening people holistically on all quality dimensions. The article concludes with suggestions for recruiting and selecting in an ethical manner.
