From the supplier: The National Association of Insurance Commissioners (NAIC) Reinsurance Task Force voted unanimously to release the draft of an enlarged model Fronting Disclosure and Regulation Act for public study and written comment. The revised model law would allow state insurance commissioners to regulate dealings between licensed insurers and unlicensed out-of-state companies. The task force exempted single-parent captives and pools and a number of reinsurance transactions from the fronting proposal.

From the supplier: Internal arguments between members of two National Assn of Insurance Commissioners (NAIC) groups concerning the minor differences in the wording of captive exemption provision versions have delayed action on the NAIC's Fronting Disclosure and Regulation Act. Reinsurers and risk managers have accused the NAIC Reinsurance Task Force and its parent Special Insurance Issues Committee of playing power politics on unimportant issues and failing to provide exemptions for captive insurers who are not domiciled in locales where the NAIC has jurisdiction and multi-owner captives.
