From the supplier: African Americans and Republicans benefited from district gerrymandering, which was an offshoot of the amended Voting Rights Act. White Democrats, on the other hand, were the sole losers. Gerrymandering enabled majority minority districts to increase in number. However, Republicans appear to be gaining more from redistricting than African Americans. They can can expect greater success as southern Democrats representing districts composed of less than 25% African Americans retire.

Since the institution of gerrymandering, black Democrats have enjoyed vast political support in their districts, which critics consider as another form of affirmative action. District gerrymandering, which was an outcome of the Voting Rights Act of 1965, guarantees greater partisan strength to a political party which knows how it can turn redistricting to its advantage.

From the supplier: The unconstitutionality of racial segregation was scrutinized in June 1993, with a Supreme Court decision in a North Carolina case regarding the infringement of their rights. Justice Sandra Day Connor is convinced of the apartheid overtones implied in the proposed reapportionment plan, according to which persons of one race and color, but from different districts, have been included in a single district. In demarcating two of North Carolina's congressional districts, lawmakers defied the 14th Amendment, which guarantees equal protection of law to everyone.
