From the supplier: Sen Robert Smith (R-NH) introduced a Superfund reform bill that does not incorporate the repeal doctrine of retroactive liability that is being sought by the property-casualty insurance industry. While Smith claims that he favors the repeal of retroactive liability, his bill retains it since it is the essential vehicle for funding hazardous waste cleanups. A sister bill in the House also retains retroactive liability. Insurance industry lobbyists pledged that they will work with Smith to tailor the bill to the interests of the industry.
