Multilateral Negotiations: Lessons from Arms Control, Trade, and the Environment

Unlike conventional bilateral negotiations, multilateral negotiations are characterized by intensive international discussions that involve multiple actors and interests, highly complex agendas, and differentiated international settings. Political scientist Fen Osler Hampson, with the assistance of trade specialist Michael Hart, studies the component parts of the multilateral negotiation process to identify those factors making for success or failure. The authors argue that multilateral negotiation is, in essence, a coalition-building enterprise involving states, nonstate actors, and international organizations. Individual case studies include discussions on security, the environment, economic issues, and non-governmental actors -- such as scientists and environmental groups like Greenpeace International -- in prenegotiation and negotiation phases.

Multilateral Diplomacy And The United Nations Today
Diplomacy has made a dramatic shift in emphasis toward its multilateral form since the end of the Cold War. The countervailing forces of globalization and fragmentation at work today and the uncertainties that attend them cannot be managed-let alone be resolved-through bilateral diplomatic intercourse. The post-Cold War political and economic environment is thrusting multilateral diplomacy and international organizations to center stage of international relations. This eclectic collection of essays explores key facets of multilateral diplomacy and the diplomatic regime at the end of the twentieth century. Students of all levels will learn how multilateral diplomacy is conducted and how it has adjusted and performed in the post-Cold War political and economic climate of the United Nations system. It is an essential supplemental text to any course on contemporary international relations, diplomacy, and international organizations, especially to Model UN programs. The contributors to this volume include diplomats, UN officials, scholars, and leaders of nongovernmental organizations from around the world and bring a depth and breadth of knowledge and experience to the examination of five areas of multilateral diplomacy: UN diplomacy, crisis diplomacy, international economic diplomacy, UN summits and "citizen diplomats," and nongovernmental diplomacy. The essays unveil what effect the complex conditions and incredible demands of today's international political and economic environment have on the functions and expectations for practitioners, as well as the character of diplomacy, underscoring the necessity and inevitability of change in the diplomatic profession.

Financing Energy Projects in Developing Countries
An update to his comprehensive 1996 text on project finance in emerging economies, Razavi's authoritative new book provides first-hand information and analysis of how multilateral, bilateral, and commercial financiers decide to support an energy project. It presents the major changes in the attitudes and orientations of these financiers as they have entered a competitive environment seeking opportunities to do more business in the energy sector of developing countries.

For every good energy project, there is a financier somewhere. However, creating an attractive project package requires an explicit understanding of the following: availability of soft loans, credits, grants, tied and untied loans; objectives, tendencies, and requirements of various financiers; pssibilities of combining various financial instruments; methods of economic, financial, and risk analysis and mitigation.

The reader is guided through the process of understanding the fundamentals of project financing, getting to know the financiers, and developing an acceptable project package. Finally, some real-world case studies demonstrate the intricacies of mobilizing funds for projects in various segments of the energy sector..

Multilateral Institutions: A Critical Introduction
In recent years, there has been a great deal of public attention and criticism of multilateral institutions such as the World Bank, The International Monetary Fund and the World Trade Organization Their annual meetings are now events that hit the headlines of major newspapers all over the world. Yet there is still intense disagreement over what purpose they fulfill.

While politicians and the established business community argue that multilateral institutions are essential tools for eliminating poverty, activists and many NGOs regard them as a means of perpetuating and strengthening the global market at the expense of developing countries. However, neither of these viewpoints are necessarily based on a detailed understanding of the multilateral institutions themselves.

This book offers students, practitioners and activists a critical introduction to the major institutions that make up the multilateral development system. The mandate of these institutions defines them as technical and functional organizations. Bøås and McNeil, however, convincingly demonstrate that they are political organizations and show how their programs have a significant impact on the domestic policies of the many countries in which they are involved..

Developing Countries And The Multilateral Trading System: From Gatt To The Uruguay Round And The Future
The purpose of this work is to access the interaction between developing countries and the multilateral trading system from the end of World War II to the present, and to place the achievements and failures of the Uruguay Round (UR) in that context. The author traces both the history of the General Agreement on Tariffs and Trade (GATT) since its origin in 1947 and the failure soon thereafter to establish the International Trade Organization (ITO) that would have subsumed it. A discussion on the extent to which the flaws of GATT have been rectified in the newly established World Trade Organization (WTO) follows. Also, a brief account of the UR agreement with a quantitative assessment of the benefits of trade barrier reductions, and a critical look at the agreements on other issues are presented.Further, the evolution of developing countries’ participation in the GATT and the incorporation of concerns for development in the GATT articles are described. The possible future linkages between trade policies and environmental and labor standards, as well as the dangers of linkages, are addressed. Next, the opportunities and threats regionalism poses to a liberal global trading and investment order are explored, and the institutional reforms necessary for the integration of developing countries into the global economy are discussed. The work closes with an analysis of the impact that possible interactions between the WTO, the IMF, and the World Bank would have on developing countries. A new postscript provides information on the most current developments in multilateral economic institutions and trading.
