History of Air-to-Air Refuelling
This is a unique account of the development and operational use of air-to-air flight refuelling since its early beginnings in the USA and the UK to the equipment that is in use today. The author draws upon his life-long career as senior design engineer with the successful British company In-Flight Refuelling who were responsible for the development of the hose and drogue technique now preferred by many of the world's air forces. The story begins in the early 1920s when the art of air refuelling was part of the Barn Storming record-breaking attempts that were popular in the USA. It continues into the late thirties when successful experiments were made. Amazingly, the Royal Air Force were not interested in pursuing this great technical advantage during World War II and it was the USAAF who requested the British invention to experiment with on their B-17s and B-24s. The Korean War saw extended use of operational air-to-air refuelling for the first time and now the 'tanker fleet' is an essential unit in major air-forces around the world..

Modeling and Analyzing the Effect of Ground Refueling Capacity on Airfield Throughput

The abstract provided by the Pentagon follows: This thesis develops five analytical models to understand the current ground refueling process, to optimize the airfield configuration and to determine the refueling policy which maximizes throughput, the primary measure of airfield efficiency. This study models the airfield refueling process as a continuous time Markov process to adequately represent the inherent stochastic nature of the transitory ground refueling system and provide an analytical evaluation of various airfield configurations. Also, the study provides an optimal refueling policy to minimize the number of aircraft on the ground which in turn minimizes the average amount of time aircraft spend on the ground in a fifth model, a Markov decision process solved by a linear program. By accomplishing this, higher throughput rates can be achieved by allowing a higher aircraft arrival rate into the airfield..

The abstract provided by the Pentagon follows: Without written operational air refueling doctrine, the difficulty of accurately estimating the utility and criticality of air refueling will continue. This paper describes the current state of air refueling doctrine and suggests a systematic approach for the establishment of a concise, dedicated, operational air refueling doctrine document. In an attempt to clarify mysterious doctrine terminology, working definitions and examples of doctrine are reviewed. Aerospace doctrine from 1941 to today is examined, illustrating how doctrine has evolved. A doctrine development process is suggested and air refueling historical experiences are analyzed in an attempt to develop basic doctrinal concepts. The doctrinal concepts derived (from the historical experiences) influence how tankers are employed today. A suggested doctrine development process is illustrated by applying a 'doctrine process' model devised by Colonel Dennis Drew, USAF, Ret. Drew compares the doctrine development process in steps similar to those of written academic research and emphasizes the continuous nature of the doctrine process.
