From the supplier: Jack Kemp, George Bush's Secretary of Housing and Urban Development (HUD), has used the office and the press's uncritical coverage of his performance to hone his image for an almost certain attempt at the presidency in 1996. Kemp began his term in 1988 during the scandal surrounding his predecessor Samuel Pierce and captured the spotlight with his Homeownership and Opportunity for People Everywhere program. The program was ignored by Pres Bush and rejected by Congress. Moreover, HUD under Kemp has suffered from underfunding and understaffing and is unreceptive to complaints by developers and non-profit groups.
