From the supplier: Patrick Rice's story in the St. Louis Police Officers Association's newspaper, the Gendarme, raised the issue on the right of public employees to criticize government actions or policies. Rice wrote about the negative reaction of the mayor's wife when she was ticketed for illegal parking. Rice was summoned by chief police officer Ron Henderson and was given a written reprimand, which was later removed from Rice's record. The issue on First Amendment rights for protection of political speech from government was raised and the rights of public employees was questioned.
